How could it be a love letter to the fans? He did not know that his show was canceled until all but the final episode was produced.
Actually it's easy for the season to be a love letter to the fans while not knowing they were cancelled - they had intended the season to be more "fanwanky" than usual in any event. The cancellation basically forced them to ask for an extra episode to try to wrap things up.
Are there any examples of a show going "fanwanky"?

The previews for episode 3 sure threw me for a loop, however, I wasn't surprised to discover who the mole was. And now it's being strongly implied that there is someone else over the top of all this. They had better not be putting Dr OldSpice into his old Baltar footwear. I would be mightily disappointed if that was the case.Yeah, and I found that person's ability to order the military around and all the other "Yes men" to be a bit of a stretch. I'm pretty sure that others wouldn't sit back and allow that person to do what they did.

Also showed Beverly isn't a pure villain. There was a poetic justice to her killing Ming Na the same way Ming Na killed Holly,
Well, not to give away any spoilers but she might not be dead. They almost never kill off bad guys anymore, not completely. Technically she was left alive if you think about it.
