No. I dont see how they could. However....they can mandate that you take shots, or give up bodily fluids so who knows? The Patriot Act and it's brothers and sisters in other countries might already allow it.

I can see them locking DNS services, but I do not see how they can do anything about the VPN without compromising the inherent security that is VPN (Virtual PRIVATE Networking). Geolocking should have no effect on a VPN user unless Netflix requires a GPS or location disclosure requirement.

hate to be the downer but i am guessing that about 120 yrs ago ppl were saying "how can the govt keep me off the road with my automobile? i can take my horse and buggy anywhere without govt interference."Pay the govt a fee to access the road? License, what's a license?"
Now I know I am far from a techie, but i am guessing that if they really, really wanted to (which i do not think they do) couldn't they (govt and corporate collaborators) devise a way that anyone desiring to get on the net be licensed and in full compliance with ANYTHING they ask?

just like today when govt agencies and some companies ask for SSN's or other private info to get something (service, assistance, etc)-when questioned, they tell you that no "giving your SSN is not required, but your ability to receive service may be restricted or denied unless you do"
