NASA and many of these space scientists are resorting to National Enquirer-style sensationalism to draw interest. The reality is that today, all space program activity is commercial. Lets give money so that somebody can go out there and check on that abandoned Borg cube out there!

Structure should not be used because the word structure can, in some peoples' minds, imply that what is being discussed is an artifact, which it most certainly is not.
Yes, but saying it like that does not "pop" for them like "structure" does. Public interest (and Congressional interest) plays a HUGE role in funding for space projects which are not commercial. Particularly where NASA is concerned. Hey, it has worked for CERN for more than a decade, so why not?

Sure but none of this has involved NASA so far. The paper was submitted by a group and it was deemed possibly alien by an astronomer who was not part of the paper submission.
