Nasa is down to basically old management style that hasn't gotten on with the times. They've been stuck with their old ways and not actually innovating as fast. I still love the people working at NASA because they still put out quality content, but yes you are right. Bureaucracy has claimed the organisation as it does eventually with most large organisations because it becomes impossible to manage at such a large size. It also becomes high inefficient and a lot of wastage is done. It's mostly down to basically putting everything on autopilot. Still, Space X and NASA are working together to achieve this. I was hoping to see a starship enterprise soon with these guys
Space X just needs to becareful of one thing. If there is one thing I have noticed in life is that when something grows very quickly, it has the tendancy to suffer massively and it's not the same anymore and space x and tesla have grown enormously over the past decade. Infact, just have a look at their SP. It has sky rocketed to ridiculous price to over 200 dollars per share. The shareholders must be loving it. Back in 2012 it was worth 34 bucks a share but now it's over 255.
