Yes, I believe they implied that during the episode. I think it may also have been stated that the timelord DNA had something to do with River being conceived aboard the Tardis. Spoilers!

The interesting part is that the entire situation is the Doctors fault. And to finally get it fixed the legend of the Doctor will have to be destroyed or greatly reduced.
